Getting your hands on the Ghoul RE Arata is a lengthy process, but it is worth it for the buffs it gives you once equipped.

Ghoul RE Arata Guide
If you have Arata equipped, you will get a 20% DMG buff, a speed and defense boost, and you will not be able to get ragdolled. There are three stages you need to complete to obtain Arata, so let’s get into it!
How To Obtain Arata
Before we get into it, it’s worth mentioning that only those who are CCG can get Arata. Therefore, if you’re a Ghoul, this isn’t for you!
First Stage
Your first step is you must have the Special Class Investigator rank and have 25k Reputation. Once you meet those requirements, you need to craft x5 One Eyed Kakuja Fragments. To do this, speak to the Damir D. Mado NPC in the CCG Building and hand him x2 One Eyed Fragments and x2 Kakuja Fragments.
Second Stage
Onto the second stage! For this, you need to have 75k Reputation and 500k Yen. Now, you need to give x5 One Eyed Kakuja Fragments to the Black Reaper of Doom and Despair NPC. You can find him in the CCG Building in the Laboratory.
Third Stage
Onto the final stage! After you hand over the One Eyed Kakuja Fragment and the 500k Yen to the Black Reaper NPC, the game will teleport you to a boss whom you must defeat in battle. If you are killed, you can try again for x1 One Eye Kakuja Fragment and 500k Yen.
After you have defeated the boss, the game will teleport you to the CCG Base. A message will appear on your screen saying “You have unlocked ???’. Blue lightning will then cover your body, which means you have Arata!
