You can find this skill via the Skill Tree screen, specifically in the Special column. You have access to ‘Call Xcution’, so there’s no need to spend any Skill Points. Perform the skill, and a van appears, taking you to a location that only Fullbringers can go to. Once you arrive, you can speak to Elek Ginjo, who helps you to unlock your Fullbring. The requirement is to beat 4 to 5 waves of Hollows. At the end of each wave, you need to speak with your spirit, unlocking each Fullbringer skill as you go along.
